It shows a RAD (Reichsarbeitsdienst = National Labour Service) member of Abteilung 375, situated in the Sudetenland. Based on this information and on the way he wears the cap, canted over the right ear, the photo can be dated to no earlier than late 1938. Before 1938 the cap was to be worn squared on the head.
